Speech on Combined discussion on the Budget (General) for 2009-2010
श्री जयंत चौधरी (मथुरा): महोदय, मैं आपको धन्यवाद देता हूं कि आपने मुझे इस विषय पर बोलने का मौका दिया।
जो बजट पेश हुआ है उस पर माननीय सदस्यों ने जो बातें कही हैं, उनको मैंने सुना है। मुख्य रूप से माननीय सदस्य श्री जोशी जी ने काफी विस्तार से आंकड़े देकर जो बात रखी, उसमें उन्होंने किसान की हालत पर रोशनी डाली है। उन्होंने अर्जुन सेनगुप्ता कमीशन के आंकड़े उन्होंने हाउस में रखे। मैं याद दिलाना चाहूंगा कि उस कमीशन में किसान, किसान परिवार की आर्थिक स्थिति पर प्रकाश डाला गया है। उन्होंने बताया कि औसत रूप से मासिक आमदनी, छोटे वर्ग के किसान परिवार की मात्र 1578 रूपए है और जिसे हम बड़ा किसान कहते हैं, उसकी आमदनी 8,321 रूपए है। यह दर्शाता है कि क्या है गरीबी, क्या है लाचारी और क्या है उनकी पीड़ा। इसलिए यह सवाल मेरे मन में उठता है, बहुत से लोगों के मन में उठ रहा है कि जो बजट पेश किया गया है, उसमें उन लोगों के लिए, उन नौजवान किसानों के लिए क्या किया गया है जो देश की सीमाओं पर देश की अखण्डता को कोई आंच न आने पाए, उसके लिए अपनी कुर्बानी देते हैं, जान देते हैं और जीवनभर, खास तौर से अपनी जवानी खेतों-खलिहानों में देते हैं ताकि इस देश और पूरी दुनिया का वे पेट भर सकें। उन नौजवान किसानों के लिए इस बजट में क्या है? मैं सबसे पहले विरोध जाहिर करूंगा और विनती करता हूं सभी सांसदों से, सरकार से और जो मीडिया के बन्धु बैठे हैं, कि इस बजट के बाद जो विश्लेषण हुआ, उसमें एक टर्म का इस्तेमाल किया गया "आम आदमी"। जब इस आम आदमी शब्द का इस्तेमाल हम सुनते हैं तो हम उससे क्या संदेश देना चाहते हैं? जब सरकार से जुड़ा हुआ कोई व्यक्ति आम आदमी शब्द कहता है, तो वह क्या कहता है? इसका अर्थ यह है कि हम यह मान रहे हैं कि देश में एक आम आदमी है और एक खास आदमी है। देश में एक साधारण वर्ग है, आम वर्ग है। देश का, गांव का गरीब, आप उसे किसी भी पैमाने पर देखें, हमसे कम हैं, तो आम न कहकर, उन्हें गरीब, पिछड़ रहे लोग कहकर हम उनकी बात करें तो उचित रहेगा।

Shri Jayant Chaudhary (Mathura) : Mr. Chairman, Sir, I stand to speak on the National Green Tribunal Bill.
It seems that the very usage of the word ‘green’ in the name of the Tribunal is perhaps to convey a strong message that the Tribunal, the Ministry and the Government is here to protect the environment and to address the wrongs and to just add nation’s growth trajectory to be well attuned to the need for equity, sustainable development and environmental consciousness. So, I welcome the usage of the word ‘green’ in the name of the Tribunal. Especially because our country is seen as a developing country; largely rules, procedures and laws related to environment have then given consideration only in passing.
I read that the Minister himself had recently commented on the high rate of environmental clearances that are granted in our country. There are so many examples, that I want to give, of political will and industrial might coming together in making institutions that are meant to protect the environment appear as mere by standards.
